The circular economy in construction is taking a digital leap. Tools have become available to help assess and document demolition materials and construction waste.

The new Construction Act requires anyone undertaking a construction project to: reporting the quantities of demolition materials and construction waste in projects requiring permits, if the amount of demolition materials is not small.

The information must be reported to the Finnish Environment Institute. to the demolition material and construction waste clearance information system, i.e. the Rapu systemThe obligation applies to everyone who undertakes a construction or demolition project. 

“The Rapu system will improve the conditions for a circular economy in construction throughout Finland,” says the designer Martin Excell from the Finnish Environment Centre.

The filling instructions help you step by step

The development of the Rapu system, which was introduced in January, continues to be active.

Instructions for filling out the information system and an evaluation calculator for demolition materials intended for the evaluation of small buildings, which supports the preparation of the report, have now been published for use in the information system.

Filling instructions provides instructions for completing the demolition material and construction waste report in the information system at different stages.

It provides information to the investigator regarding, among other things, authorization to conduct the investigation, definition of the scope of application, and the structure of the demolition materials. 

The guide also includes instructions for the building control authority, including how to log in and process the report in the system. The guide also provides information on the circular economy of materials and waste management in general.

The demolition materials estimation calculator makes it easier to estimate the quantities of demolition materials when demolishing one- and two-family houses, vehicle shelters and maintenance buildings, and outbuildings.

The calculator makes it possible to estimate the rough quantities of demolition material by material, based on the most important property and scope information of the demolition site.
